         <abstract>Data layer mashup using Census data: U.S. States (Generalized) represents the 50 states and the District of Columbia of the United State.  This shapefile was  enhanced with outline boundaries for the Virgin Islands, Northern Mariana Islands, and Guam from TIGER data: TIGER/Line Shapefile, 2008, nation, U.S., State and Equivalent (https://www.census.gov/geo/www/tiger).  Attribute data from the 2008 CWNS Report (https://water.epa.gov/scitech/datait/databases/cwns/2008reportdata.cfm) was joined to this boundary layer.</abstract>
         <purpose>This data is used as a mapping service in the US EPA Office of Waters (OW) GIS mapping services for the MyWaters Mapper application to graphically display the CWNS Needs by State as reported in the 2008 CWNS Report to Congress.  In MyWaters Mapper this service is called Water Infrastructure Needs.  The rest endpoint is https://watersgeo.epa.gov/ARCGIS/REST/services/OWOTHER/CWNS_NEEDS_WMERC/MapServer. There are two layers associated with this mapping service.  One is a polygonal US states and territories boundary featureclass called CWNS Needs by State.   The other is a table called Link Table for Treatment Pop Percentages that has been spatially enabled to handle a one to many relationship with the states layer to the population percentages per water treatment level for each state.</purpose>
