This map layer includes Congressional districts for the United States, Puerto Rico, and the U.S. Virgin Islands 201304 Working one State at a time, the State district data were downloaded and added to a geodatabase that also contained the State and county boundaries, roads, and streams. The State district data were compared to the other data sets. Most State district data sets are more detailed than the 1:1,000,000-scale National Atlas data. Where a county contained only one congressional district, the county boundaries were copied into a geodatabase feature class called Final_districts; they were then attributed with the appropriate district number and State. Where a county included multiple congressional districts, the district boundaries were checked against the Counties, Roads, and Streams; if a district boundary followed the county boundary, a road, or a stream (within 300 meters), the linework was extracted from the applicable layer and copied into the Partial feature class. If a district boundary was more than 300 meters from an existing 1:1,000,000-scale feature, the boundary was generalized as appropriate for the data scale and added to the Partial feature class. Features were not moved more than 500 meters from their position as provided in the State district data. The resulting polygons were copied into the Final_districts feature class and attributed with the district number and State. For States that only have one Congressional district, the State boundaries were extracted and added to the Final_districts feature class. Features were dissolved based on district number and state. Topology errors were corrected. Attribute information identifying representatives for each district was added from the Senate and House data sources.
